Carlos Silva Filho

Carlos Silva Filho is the President of the International Solid Waste Association (ISWA). He is an accomplished Attorney at Law with a specialization in Administrative, Governance, and Economic Regulation. His expertise in waste and resource management is recognized on a global scale as he serves as a Member of the UN Secretary-General’s Advisory Board on Zero Waste and participates in key committees focused on waste management and environmental sustainability. As part of his commitment to the cause, he was actively involved in the Steering Committee for both the Global Waste Management Outlook and the Latin America and Caribbean Regional Waste Management Outlook, initiatives spearheaded by UN Environment Programme.
Carlos is also a leading member of the Coalition for the Progressive Closure of Dumpsites in Latin America and the Caribbean, further showcasing his dedication to environmental concerns in the region. His leadership extends to coordinating the Brazilian National Solid Waste Plan, Planares 2022, where he oversees a variety of projects related to Waste Management, Waste Strategies, Regulation, Public-private Partnerships, and Marine Litter.
In addition to his hands-on work, Carlos is an author and thought leader in the field, having penned “Solid Waste: what the law says” and “Solid Waste Framework in Brazil”. He also served as a co-editor for the book “Effective Waste Management and Circular Economy”, contributing significant knowledge and expertise to the literature on environmental governance and sustainable practices. His multifaceted engagement with both the theoretical and practical aspects of waste management positions him as a key figure in efforts to advance environmental sustainability and regulatory frameworks on a global scale.
